Regulators and councils

Which body recognises a university, and which council approves a professional program.

In Pakistan a degree is recognised at two levels. The Higher Education Commission recognises the university or institute. A professional council then approves the program itself if the field is regulated. Check both.

Who regulates what

  • Higher Education Commission (HEC)

    Recognises universities and degree-awarding institutes, and attests degrees.

    Recognises medical and dental colleges and registers doctors and dentists.

    Accredits engineering programs and registers engineers.

  • Pakistan Nursing and Midwifery Council (PNC)

    Regulates nursing and midwifery education and registers nurses and midwives.

  • Pharmacy Council of Pakistan (PCP)

    Regulates pharmacy education and registers pharmacists.

  • Pakistan Veterinary Medical Council (PVMC)

    Regulates veterinary education and registers veterinarians.

  • Pakistan Bar Council (PBC)

    Regulates legal education and the licensing of lawyers.

  • Pakistan Council of Architects and Town Planners (PCATP)

    Regulates architecture and town planning education and registers professionals.

  • National Council for Tibb and National Council for Homoeopathy

    Regulate Unani, herbal and homoeopathic education and practice.

  • Pakistan Allied Health Professionals Council

    Regulates allied health programs such as physiotherapy, medical laboratory and imaging technology.

  • Provincial healthcare commissions and health universities

    Register health facilities and affiliate health colleges, for example the University of Health Sciences, Lahore.
